“Liga” of Cam Sur adopts NVBSP

Out of the 36 municipalities in the entire Camarines Sur, 98% has established and adopted the National Voluntary Blood   Services Program of the Department of Health. Most of the Blood Program activities were initially coordinated by a Municipal Councilor or the Chairman of the Committee on Health and later presented to the Sangguniang Bayan and approved by the Local Chief Executive. In some cases, NVBSP in other towns is being implemented by the barangays specifically by the Liga ng mga Barangay or Association of Barangay Captains (ABC). The Liga ng mga Barangay of Bula, Minalabac, City of Iriga, Baao, Sangay and Libmanan are among the active municipals in the operation of the Blood Program in their respective areas and tied-up with a Memorandum of Agreement with the Bicol Medical Center.

Liga meetings were held in areas where in the adoption of the program is not part of the existing NVBSP activities. The main driving force in this type of approach  is the initiative of the ABC President and the collective efforts of the different Barangay Captains, Kagawad on Health, Barangay Health Workers and Barangay Officials. In this campaign, some of the resources are provided by the Local Chief Executive and support from other private institutions or individual.

The establishment of a barangay-based was suggested and implemented after the visit of Mr. Mario Chavez, the BMC Program Coordinator, in Davao City during his training on Donor Recruitment, Retention and Care, sponsored by the DOH-NVBSP. In Davao, it was noted that everything that concerns in the operation of mass blood donation and advocacy, said activities are being managed by the barangay. This refers to logistical support, transportation of donors, site preparation, manpower requirement, food and snacks. Mr. Chavez also noted the altruistic and volunteerism of the people in the barrio which makes it possible for the implementation and in adopting the Voluntary Blood Program in their respective barangays.
